Monthly Meeting Minutes

June 24, 2009

 

Meeting called to order: 6:08 P.M.

Also in attendance: Cathy Hacker, Northwest Valley Realty, Community Association Manager

Residents in attendance:

William Hein, Lot 337, expressed his concerns re Pet Salon vehicle in front of home: Home owner offers to have vehicle parked in driveway. Board will review and get back to homeowner;

Mike Dickner, Lot 169, expressed his concerns re the history of architectural decisions regarding his property, and wanted pre-approval to extend his patio to the length of the house with a open air cover. The cover will be attached to house. The board gave approval with a provision that proof of a city permit be provided for the project.

Read & Approved Minutes of Prior Meeting: M’Kendra Morris moved to dispense w/ reading; the minutes were approved and will be filed.

Review & Submit Monthly Financial Statements: Per David Watkins, Treasurer, the financial statement can be filed for audit.

Landscape Committee: Tree situations discussed in previous meetings were resolved by Kathy and Annette. Lewiston Irrigation repaired leaks as needed on HOA maintained property.

Newsletter: The June newsletter is out. Calls are made for submissions to Eldora for the September newsletter with a mid August deadline.

Management report: Re the assisted living group home on Tonopah: The homeowners were making architectural changes without requests to the HOA. Cathy has requested papers to prove the assisted living status, which by law must be permitted. However, the law also requires that the homeowners must abide by the CC&Rs.

Re assisted living group homes on 102 Ave and on Potter: Cathy has requested papers to prove status as assisted living facilities.

Re file storage by Northwest Valley Realty: The management company will scan all hard files and keep them electronically.

Re homeowner Helen Zec: Cathy met with daughter and offered to find landscaper and glaziers, and reminded homeowner’s daughter re potential reinstatement of previous fines if violations are not corrected.

Written Appeals:

Crowder: requests for waiver of $50.00 fine on her rental for weeds; Per Kathy, property has been cleaned up. This was the 3rd violation in 6th month period. David moved not to waive fine, seconded, and approved, M’Kendra abstaining.

LaMarca: Trampoline – requesting reconsideration of denial of approval for trampoline play structure; The board reconsidered and let the denial stand.

Yaridzhanyan: M’Kendra moved to waive fine if no reoccurrence of the violation within 6 months.

Board Concerns: Need to have an architectural committee formed. One idea is to have a newsletter item to recruit members in September.
